People of wordpress, any ideas on this?

Background

I have just migrated all my domains on to a cloud server, I'm creating wordpress sites using the one click installer from the Plesk control panel. I have created all the sites the same way:

  • One click install
  • Imported SQL DB
  • Uploaded WP-Content & any other random files I need

For the couple of new sites that I am setting up I have just done the one click install.

The problem

On the sites where I used the one click install I see this when creating a new post

No kitchen sink tool bar in visual mode.

However if I have imported the SQL DB in to a site set up 'exactly' the same way I get this when creating a new post in visual mode

the full toolbar is available.

I have tried uploading WP-includes & WP-admin from a downloaded copy of WordPress but no joy.

I've had a scan of the DB to see if there is an option in there that shows or suppresses the toolbar but nothing is overly obvious.

Any ideas?
